The Plan,

Adopted by the City Council and approved by the State of Connecticut, includes goals, policies, and site-specific recommendations. Also established are the responsibilities for Plan implementation. The Plan has served Norwich well for many years by providing a most important guide for beneficial use and conservation of the City's harbor and coastal resources. It is being updated in 2025.

Our Goals

The Harbor Management Plan’s goals and policies establish the City’s vision for safe and beneficial use and conservation of the Harbor Management Area. The goals and policies guide decisions by the Harbor Management Commission and provide the basis for harbor improvement projects.

Recommendations

In addition to its goals and policies, the Harbor Management Plan includes recommendations for specific locations in and along the Norwich Harbor Management Area, including recommendations for
